2009. America has fallen, and Gotham has lost its place at the top of the list of World-Class Cities. After a series of devastating reformist attacks throughout the entire country, Gotham is all that’s left of the nation’s industrial network. But Gotham is far from extraordinary. To make matters worse, a severe earthquake has resulted in the escape of nearly one-thousand convicts of the Arkham Asylum, and a curfew has been put into effect in a violent attempt to control the criminal population. Gotham City has become a breeding ground for crime and desolation, holding the record for most murders and suicides in the US. To those who plan on staying: Welcome to the City of Darkness.

Breaking news tonight; an earthquake measuring 8.0 on the Rictor scale hit south-central Gotham City approximately one half-hour ago. During the quake, a number of buildings came down on each other... Police and Fire Department officials estimate over three-hundred people are trapped beneath the wreckage... Police dogs are being used at the scene to detect the scent of any survivors...
Many reports have come in of major street damage and destroyed homes. The amount of damage, said by Police Lieutenant James Gordon, is equivalent to destruction caused by hurricane Sean that hit the east coast in late July this year.
What more to this tragic disaster is the malfunction of Gotham’s Arkham Asylum security encryption. Understandably, no report has come direct from Arkham as of yet... From the information we’ve collected thus far, it is said that the earthquake caused a lapse in the asylum’s electrical network, restarting the security system and somehow unlocking the cells. This a horrendous threat to Gotham City, and even as I speak, state officials have gathered to discuss a possible counter-action. As of now, City Police Department officials have ordered the Gotham Narrows, where the asylum is located, to be isolated by way of raising the only bridge connecting the small island to the city. However, various reports have already come in stating that several hundred convicts of the Arkham Asylum had already crossed the bridge before Police had time to react.

Wait-- As a matter of fact, we've just recieved word that the state officials have agreed to impliment a state of emergency within the State borders, calling it a "DEFCON 3" state of readiness. It appears... the US National Guard has agreed to aid in the containment of this prisonbreak...
It also seems that a state-wide curfew will be enforced by the National Guard. According to CNN's sources, the curfew extends from 6 PM until 10 AM, and will last for an indefinite amount of time. Finally, the US National Guard has been ordered to shoot any and all violaters on sight. For these reasons, the state borders have been closed.
